Blackbird Leys: How Better Door Design Information Helped Unlock Gateway 2 Approval

When a Building Safety Act submission is rejected, the problem is rarely ambition. More often, it is clarity.

At Blackbird Leys, Hill Partnerships needed the metal door package to support a revised Gateway 2 submission. The initial submission had been rejected because the design narrative did not provide enough detail to demonstrate how the relevant requirements would be met.

That is a challenge many project teams now recognise. Under the Building Safety Act, Gateway 2 is not just a paperwork exercise. It is the point where the design must be clear, coordinated and supported with enough evidence for Building Control to understand how the building will comply before work progresses.

The challenge: good design needed a stronger story

For the Blackbird Leys project, the door package had to do more than specify products. It had to help tell the compliance story.

The original Gateway 2 submission was rejected because the supporting narrative and technical detail were not sufficient. The project team needed a clearer route through the design information, with the door types, interfaces, certification and specifications presented in a way that could be reviewed with confidence.

In simple terms, the issue was not just “what doors are being supplied?” It was: “How do these doors support the Building Regulations strategy, and where is the evidence?”

Rotec’s role: making the door package easier to approve

Rotec stepped in to review the metal door requirements against the relevant Building Regulations and turn the technical information into a more complete, coordinated design pack.

Instead of leaving Building Control to piece together the story, Rotec helped create a clearer path through the information. The revised package included:

  • Door data sheets to set out the key performance requirements.
  • Certification packages to support compliance evidence.
  • Interface and section drawings to show how the doors worked with surrounding construction.
  • Door type elevations to make the design intent easy to understand.
  • Ironmongery and profile specifications to clarify the complete door set solution.

Why this matters under the BSA process

The Building Safety Act has changed the way design information is judged. Teams now need to show that safety-critical design decisions have been properly considered, coordinated and evidenced before they move forward.

For doors, that means the submission cannot rely on vague references or assumptions. Metal doors may appear to be one package within a much larger building, but they often sit at important interfaces: fire strategy, access, security, durability, compartmentation and day-to-day resident safety.

By providing a more detailed and structured door design pack, Rotec helped reduce uncertainty. The information gave the project team a stronger narrative, a clearer set of supporting documents and a better way to demonstrate alignment with Building Control expectations.

The result: a clearer submission and a successful outcome

The revised Gateway 2 submission was resubmitted and passed. For Hill Partnerships, this meant the door package no longer created uncertainty in the approval process. For the wider project team, it provided a practical example of how specialist design input can help turn a rejected submission into an approved one.

Blackbird Leys shows the value of getting the design story right. When the information is clear, coordinated and backed by evidence, Building Control has what it needs to make a confident decision. That is where Rotec adds value: helping contractors and design teams turn complex door requirements into practical, compliant and approval-ready information.
